On the occasion of Vietnam Science and Technology Day (May 18, 2026), Intracom University cooperated with the School of Inspectors (Government Inspectorate) to successfully organize a high-level scientific conference with the topic: “Developing science, technology, innovation and digital transformation in the new era”.

The event is not only a prestigious academic forum but also marks a historical turning point with Strategic cooperation agreement (MOU) signing ceremony between two units. This strategic handshake affirms the position of Intracom University (INU) in accompanying key state agencies to realize the national goal of comprehensive digitalization and sustainable development.

Opening speech of the conference, PhD. Tran Ai Cam – President of Intracom University has affirmed the core role of technology in modern management and training. With the “University associated with a business ecosystem” model, INU does not just stop at teaching theory but is proactively incorporating Artificial Intelligence, big data and digital capabilities into the program framework. This helps form an interdisciplinary innovation environment, where scientific knowledge directly serves the development of society.

Contribute to the academic depth of the conference, Associate Professor, PhD. Nguyen Thi Ngoc – Editor-in-Chief of Intracom Science Magazine presented a profound empirical paper: “Digital transformation and the transition to a green economy: Analysis from digital transformation data and provincial green index in Vietnam”.

Using OLS regression method based on cross-sectional data set of 63 provinces and cities, research by Associate Professor, PhD. Nguyen Thi Ngoc analyzed the dialectical relationship between the Digital Transformation Index (DTI) and the Provincial Green Index (PGI). Research results point out an important rule: Pure investment in technology hardware infrastructure is not enough to promote the green economy. Digitalization only truly creates environmental protection value when it is deeply absorbed into local “digital social activities” and “digital economy”.
In particular, when social activities are synchronized on digital platforms, the capacity to reduce pollution risks, respond to natural disasters and support the business environment for businesses in provinces and cities is significantly improved. This is a valuable scientific basis for Intracom University to orient its training programs in Economics and Management closely to green growth goals.
On the other hand, experts and managers from the Government Inspectorate and the School of Inspectors brought to the conference extremely challenging practical problems on controlling power and preventing corruption with high technology in the new era.

Starting from a macro perspective, Mr. Nguyen Van Luong (Principal of Inspectorate School) and PhD. Tran Dang Vinh (Director of the Legal Department, Government Inspectorate) all agree: All institutions and policies managing the inspection industry that want to promote high efficiency in the new context must be built based on scientific research results and actual data. The Inspectorate is promoting the construction of synchronized national database systems on complaints, denunciations and control of assets and income to enhance the transparency of the public service apparatus.
Along with that, PhD. Nguyen Huy Hoang (Vice Principal of the School of Inspectors) orientation that, facing the need to arrange and streamline the apparatus, the industry needs to shift from traditional inspection methods (case handling, post-inspection) to early and remote risk prevention through the consolidation of the “Electronic Inspection” system.
Delve into technical solutions, PhD. Nguyen Duc Cuong (Government Inspector) analyzed the inevitability of applying Artificial Intelligence (AI) and Big Data. The “Data-based Inspection” model allows algorithms to automatically analyze huge volumes of records, providing early warnings about signs of violations by managed objects.
This solution helps eliminate subjective human bias, while optimizing resources, minimizing overlapping inspections, directly at the enterprise.
Especially, in complex fields such as Finance – Banking, the author Nguyen Thanh Binh (Government Inspector) outlined the “Online inspection and remote inspection” model. The shift from “checking paper records” to “logically checking electronic data” (including tax data flow, customs, banking transaction history) allows inspectors to accurately identify financial fraud, money laundering or transfer pricing with sophisticated tricks.
