In order for the conference to achieve its set goals and create real changes in implementation at educational institutions, leaders of the Department of Students and Students request that delegates focus on exchanging and discussing in depth a number of key contents. In particular, it is necessary to thoroughly grasp and guide the implementation of the Party’s guidelines and the State’s legal policies on school counseling and social work; Objectively evaluate the current implementation situation, achieved results, limitations, shortcomings and causes; At the same time, clearly identify goals, strategies, tasks and solutions to develop school counseling and social work in educational institutions, meeting the requirements of the digital era.
At the conference, PhD. Nguyen Thi Bich Thuy – Student Affairs Specialist presented a discussion with the topic “Policies on school counseling and social work at educational institutions in the current context”. According to Dr., the system of documents and policies related to this field has recently been fully developed, creating an important legal basis for implementation in localities and educational institutions.

Dr. Nguyen Thi Bich Thuy – Student Affairs Specialist presented a paper at the conference
Every year, the Ministry of Education and Training directs localities and educational institutions to integrate school counseling and school social work in the school year’s tasks and directives for the new school year. The promulgation of legal documents is always of concern to the Ministry of Education and Training, contributing to the formation of a synchronous and unified legal corridor for localities and schools to implement.
One of the key contents of the conference is strengthening coordination between schools and social organizations, including the companionship of international organizations such as UNICEF, to promote the effectiveness of school psychological counseling for students. Sharing at the conference, Ms Le Thi Hong Loan – Head of Child Protection Program, UNICEF in Vietnam introduced international experience in social work and school psychology counseling, and made many important recommendations to improve implementation efficiency in Vietnam in the context of digital transformation.

Ms. Le Thi Hong Loan – Head of child protection program of UNICEF in Vietnam
According to Ms. Loan, in recent years, psychological counseling and school social work in Vietnam have received increasing attention. Many educational institutions have arranged professional counseling staff, implemented training programs and issued certificates for school counselors. However, compared to other countries in the world, the proportion of schools with specialized counseling teams in Vietnam is still low, not fully meeting the psychological support needs of students.
From that reality, UNICEF recommends that the education sector should soon standardize job positions and professional competency standards for counselors; Develop a team of specialized consultants, and pilot a part-time model. In addition, it is necessary to standardize training, retraining and certification programs for each target group; Develop a case management process, including a referral mechanism for specialized support. Promoting the application of digital technology in school psychological counseling needs to go hand in hand with ensuring safety and security of personal information, improving digital capacity for staff through online consultation and electronic case management, contributing to protecting children more effectively in the online environment.
The conference also emphasized the need to build school psychology offices in educational establishments, with proper investment in space, equipment and professional personnel. In addition, online counseling forms such as building chat rooms, websites, and online counseling platforms are encouraged to be deployed in parallel with face-to-face counseling, to create conditions for learners to easily access psychological support services. Regardless of the form of implementation, information security is always given top priority, and there needs to be an in-depth referral mechanism for complex psychological cases.
Shared at the conference, PhD. Phan Thi Minh Ngoc – Deputy Head of Student Affairs and Dormitory Management, Hanoi Medical University said that consulting and supporting students always receive close attention from the Party Committee and the School Board of Directors. This activity aims to promptly remove difficulties in psychological and academic life, early detect risks to proactively prevent, thereby contributing to building a safe, friendly school environment and supporting the comprehensive development of students.

PhD. Phan Thi Minh Ngoc introduces the Student Information and Consulting Center “Soul Charging Station”
In particular, since 2022, Hanoi Medical University has established a Student Information and Consulting Center called “Soul Charging Station”, directly under the Department of Student Affairs and Dormitory Management. The center is invested in space and synchronous equipment, creating a friendly environment for students to listen, understand and share their concerns and desires. On that basis, consultants accompany and suggest to help students see the problem clearly and comprehensively, thereby choosing the most appropriate and effective solutions.
Concluding the conference, the Ministry of Education and Training called for the cooperation and participation of localities, all levels, sectors, Departments of Education and Training and educational institutions nationwide in strengthening communication, raising awareness and allocating resources to effectively deploy school psychology counseling and school social work in a synchronous manner from central to local levels.

Delegates attending the Conference
Delegates also agreed that the effectiveness of psychological counseling depends largely on having a team of experts with the right expertise in the right field. Organizing consulting activities right from the beginning of the course, combined with learning support, life skills education, soft skills and behavioral skills in cyberspace, is considered an important solution to help students soon master their psychology, emotions and behavior. In particular, the psychology practice room model is proposed as an experiential space to help learners practice their ability to self-regulate and adapt.
Besides positive directions, the conference also frankly pointed out some difficulties in practical implementation. The rate of students actively seeking psychological counseling is still low, requiring educational institutions to promote communication work, raise awareness and remove psychological barriers for learners. In addition, many staff working in the student affairs office have not received in-depth training in psychological counseling, so there needs to be a systematic and continuous training program to improve their professional capacity.
The conference is an important forum, contributing to shaping a new direction for school counseling and social work in the education sector, meeting the requirements of the digital era. The contents discussed and agreed upon at the conference will be the basis for educational institutions to continue perfecting the school psychological support model, aiming to build a safe, humane and comprehensive learning environment for students.
