On the afternoon of December 18, 2025, at the Hall of Hung Yen Provincial People’s Committee, Conference to summarize the implementation of Decision No. 999/QD-TTg dated July 10, 2009 of the Prime Minister approval Project to build Pho Hien University Area in Hung Yen province was solemnly held. The conference was coordinated by the People’s Committee of Hung Yen province Ministry of Education and Training organized, with the participation of leaders of central ministries and branches; leaders of Hung Yen province; Representatives of universities, academies, and relevant departments, branches, branches and localities.
Overview of the Conference
The conference aimed to comprehensively evaluate the results of implementing the Pho Hien University Area Construction Project after more than 15 years of implementation; clarify the achieved results, difficulties, limitations and causes, thereby proposing directions and solutions to continue effectively implementing the Project in the coming time, meeting the requirements of higher education development in the new period.
Opening remarks at the Conference, Comrade Pham Quang Ngoc – Chairman of Hung Yen Provincial People’s Committee emphasizes the strategic significance of the Pho Hien University Area Construction Project in planning the development of a network of higher education establishment systems, contributing to creating a driving force for socio-economic development of Hung Yen province in particular and the Red River Delta region in general. He affirmed that the Conference is an important opportunity for relevant parties to look objectively, frankly and comprehensively at the past journey, thereby clearly determining an appropriate, effective and sustainable direction for the coming time.

At the Conference, Comrade Pham Van Nghiem – Vice Chairman of Hung Yen Provincial People’s Committee presented Summary report on implementation of Decision No. 999/QD-TTg, which specifically evaluates the progress of implementing the Project, planning work, investing in infrastructure construction, attracting higher education institutions, as well as pointing out existing problems and obstacles that need to be resolved soon.
In the discussion section, representative Ministry of Education and Training moderated the discussion with many profound opinions from ministries, branches and training institutions, including presentations by Water Resources University, Intracom University (School representative yes Prof. Dr. Ngo Xuan Binh – Vice Rector, Head of Faculty of Economics, Intracom University), Posts and Telecommunications Institute of Technology. The opinions focused on analyzing the current status of the development of Pho Hien University Area, sharing implementation experiences, and proposing solutions to improve investment efficiency, exploit and promote the role of the University Area in the context of higher education innovation and digital transformation.

In addition, the Conference recorded many contributions from ministries, central branches and departments and branches of Hung Yen province such as the Department of Construction, Department of Education and Training, Department of Science and Technology, Department of Agriculture and Environment, focusing on clarifying issues related to planning, policy mechanisms, infrastructure investment and inter-sectoral coordination during the implementation of the Project.
Clarifying statement at the Conference, Comrade Nguyen Van Phuc – Deputy Minister of Education and Training pointed out the shortcomings, limitations and causes in the process of implementing Decision No. 999/QD-TTg, and suggested many important directions and solutions to continue perfecting the Pho Hien University Area model in a synchronous, modern direction, closely linking training, scientific research and urban development.

Conclusion and closing of the Conference, Comrade Pham Quang Ngoc – Chairman of Hung Yen Provincial People’s Committee respectfully receive the enthusiastic and responsible contributions of the delegates; affirmed that Hung Yen province will continue to coordinate closely with the Ministry of Education and Training and other ministries, central branches and higher education institutions, including Intracom University to gradually complete, review and adjust solutions to implement the Project, towards realizing construction goals Pho Hien University Area become a high-quality training, research and innovation center, making practical contributions to the sustainable development of Hung Yen province and the whole country.
